This position is located in the Office of Program Management - Ministry of Interior (OPM-MOI) in Riyadh, Saudi Arabia. The Ministry of Interior (MOI) requested the Department of State form OPM-MOI to establish a Critical Infrastructure Protection (CIP) program to assist in strengthening the ability of the Saudi Arabian government to protect and secure critical infrastructure. Serve as the senior US member of the combined OPM-MOI-KSA Acquisition Cell. Advise the US and KSA Program Directors on US acquisition statutes, regulations, and policies. Recommend acquisition strategies when US contracting services are required. Develop the OPM-MOI-US acquisition and contracting strategy. Coordinate with OPM-Saudi Arabian National Guard (SANG) or US Military Training Mission (USMTM) contracting activities when required. Assist the OPM-MOI Acquisition Cell with converting operational requirements into appropriate acquisition documents. Provide recommendations to the Acquisition Cell on how to apply applicable US procedures and standards to KSA contracting efforts in support of OPM-MOI. Serve as the OPM-MOI primary interface with the Department of State Acquisition Management Office (AQM) when AQM services are required. Serve as the OPM-MOI primary interface with the US Embassy General Services Office (GSO) Procurement Section when GSO acquisition services are required. When requested by the Acquisition Cell, provide advice to the Acquisition Cell concerning KSA contract awards; however, cannot serve as a voting member of any KSA selection body. Serve as the primary interface with the US Embassy Commercial Section for industry engagement. Serve as the Contracting Officer's Representative for US State Department contracts supporting the OPM-MOI program. Provide advice and assistance to contract requirements of other federal agencies supporting the OPM-MOI program. Recommend training in contract procedures for any US or KSA staff involved in US contract management. Other duties as assigned. At least 5 years of total experience shall have been as a team leader or supervisor performing the foregoing acquisition management functions. Possess a Level III certification in Acquisition Career Field Contracting (or equivalent certification) with at least 10 years experience in contract administration, contract negotiation, and monitoring contractor performance, including ability to serve as a Contracting Officer's Representative or Contracting Officer's Technical Representative. Experience in utilizing/referencing Federal and/or Industry Procurement regulations, policies, and procedures to support administration of wide range of contracting options. Expert knowledge of Federal and /or Industry contract administration policies and procedures. Familiarization with or ability to learn KSA contracting procedures. Project Management Professional, PMP, Certification or completion of PMP certification within six months of assuming the position.
