Performs a variety of all security disciplines related to Special Access Programs for the customer. Disciplines and duties will include developing, maintaining, and managing communications, information, industrial, operations, personnel, and physical security programs. Member will be required to provide program security support for customer facilities, personnel, and related programs in an academia environment. Responsible for day-day- security and oversight of a Special Access Program Facility/Sensitive Compartmented Information Facility and for conducting continuing security education and awareness for the customer. Member will be directly involved in preparing documentation for program access, conducting indoctrinations and debriefings, maintaining program access billet rosters, development of visit/clearance certifications, conducting tier one threshold requirements and ensuring local files checks are completed. Physical security duties will include ensuring proper accreditation of facilities and equipment within facility. Directly responsible for ensuring classified information is properly marked, controlled, and secured. Member will assist in the development of operations security critical program information and critical information lists. Member will assist government customer Special Security Representatives and Security Managers and directly assigned further duties and requirements from assigned government customer Program Security Officer. Prepares and processes personnel access requests (PARs) for billets. Performs data entry to the Personnel Access Security System database and maintains all customer sponsored billets and quota information current. Establish and maintain personnel security files for all personnel of the supported element. Submits request for additional deletions of personnel who are authorized access to SCIFs. Conducts security interviews when required. Perform indoctrination and security education briefings. Specific Responsibilities include, but are not limited to:• Serve as a back-up to Activity Security Operations Center personnel. • Prepare Fixed Facility Checklists for AFRL/SNS secure areas. • Review Fixed Facility Checklists for contractor locations. • Process individuals for program access using approved procedures. • Transmit and receive classified faxes. Distribute faxes as defined by local policy. • Coordinate contractors request for security support by maintaining program security log file of items requiring action. • Maintain receipt/dispatch records of all classified information transmitted to or from organization secure facility. • Prepare and conduct security education briefings. • Destroy classified information using approved procedures. • Perform alarm testing using approved procedures. • Communicate specific program security requirements with associated contractors. • Prepare and transmit visit certifications. • Perform self-inspection tasks. • Prepare secure documentation for technology transfers. • Provide security support for local meetings and conferences. For example, prepare entry authority lists, perform escort duties, organize briefings, reserve secure space, coordinate automated information system support. • Perform administrative security functions as necessary during increased threat conditions (send e-mails, change signs, make announcements to threat level changes). • Recommend functional changes or modifications for improved processing operations and customer support. • Assist in preparing and submitting briefings/ briefing charts by providing both technical and administrative support when required. • Manage the billets for programs with a billeted structure using approved procedures. • Follow and enforce unit’s Standard Operating Procedures. • Perform access roster reconciliations upon request. • Perform additional security tasking as dictated by AFRL/SNS Program Security Officer. Qualifications Associate degree or 5 years of equivalent professional experience desired. Background with special programs and SCI a plus. Must have excellent managerial and administrative skills, demonstrate the highest levels of oral and written communication skills, as well organizational and time management abilities. Should be thoroughly familiar with the DoD Overprint to the NISPOM Supplement, JAFANs 6/9, 6/4, DCID 6/4, AFI 16-702, and DOD Directive 5200.2.-R. Must have experience in developing functional requirements for complex ADP Systems (i.e., input into Design of Systems or Databases for tracking security related processes).
