CRS is seeking a highly qualified individual in Health and HIV, with specific focus on OVC programming, as a Regional Technical Advisor. This position is primarily responsible for assisting CRS' East Africa Region in developing and strengthening quality programming in the field of OVC. The RTA will work as a member of the Regional Health and HIV Team to promote the vision, goals, objectives and strategies of HIV and health programs in the region. The Health and HIV Technical Advisor will be responsible for providing technical assistance for Health and HIV programs in six countries in East Africa, with special focus on programming for Orphans and Vulnerable Children. The successful candidate will transfer capacity to Country Program staff, especially to national staff. Moreover, s/he will assist in the transfer of this capacity to CRS' local partners in country. The RTA will also play a key role in helping Country Programs learn, both through their own programming and through the shared experiences of other countries within the region and CRS. Primary Responsibilities:
Technical Assistance, Training and Program Monitoring 1. Provide leadership and enthusiasm for improving and growing OVC programming in the EARO region. 2. Provide technical assistance in assessment, development, implementation and evaluation of OVC programs, including HIV prevention, care and support, and treatment activities, ART, pediatric ART and PMTCT and nutrition related to OVC. 3. Identify needs of staff and partners and coordinate regional OVC activities such as workshops and trainings. 4. Mentor OVC staff. 5. Collaborate with Country Program staff to identify and develop action plans to strengthen local partner capacity to implement OVC focused programming 6. Conduct regular technical visits to Country Programs to support OVC programming. 7. Provide technical assistance for non-OVC health and HIV projects as necessary. M&E and Learning 1. Disseminate and assist Country Programs to adopt best practices on OVC programs and help develop pilot projects for testing new and innovative programming. 2. Strengthen the capacity of CRS staff to evaluate OVC program performance and report and share results. 3. Assist with developing appropriate monitoring tools, such as checklists and home visit forms, and implementing systems at the country level to utilize these tools. 4. Identify strategic opportunities for learning and assist with data collection, analysis and dissemination of findings, including developing internal and external publications about OVC programming, as appropriate. 5. Ensure that activities are consistent with current CRS strategies and policies, including agency program quality standards. 6. Coordinate closely with other regional and headquarters based technical advisors to disseminate information requests from country programs and to share with EARO lessons learned from OVC programming in other regions. Networking and Alliance Building 1. Identify OVC funding opportunities for Country Programs. 2. Assist with designing projects that are appropriate, innovative, and based on proven methodologies, ensuring rigorous logic between proposed activities, outputs, results and indicators. 3. Develop and/or support the development of regional and country program strategies to support OVC. 4. Stay abreast of state of the art developments in quality standards and innovations relative to OVC programming, including donor strategies and guidelines, and ensure timely circulation of information and documentation to EARO country programs. 5. Serve as a regional resource on all aspects of agency OVC strategies and policies as well as on funding related information from the Global Fund, World Bank, USAID, Catholic Donors and other potential donors. Supervisory Responsibilities:
The RTA has no direct reports. However, s/he may be required to supervise consultants, as needed, and will be expected to coordinate requests for external consultancies. Key Working Relationships:
Internal:
Country Program HIV staff, Heads of Programming and Office, Country Representatives, the RTA/HIV and other RTAs within EARO, PQSD Health and HIV advisors, RTAs for Health and HIV in other regions, and the DRD PQ. External:
USG, especially USAID and CDC, other Donor Agencies, Local Partners (e.g. Caritas), Host Country Government Agencies (e.g. MOH), international organizations (e.g. UNICEF, WHO, GFATM), other PVOs, consultants working in HIV, OVC, and other relevant areas; professional associations. Qualifications:
1. Master's degree in Social Work, Public Health, Community Health, Anthropology, or other relevant field. 2. Minimum of five years experience in HIV programming with previous experience in Africa; 2-3 years OVC programming experience preferred. 3. Demonstrated capacity to understand and advise on critical technical and operational issues related to HIV:
prevention, care, treatment and support to OVCs and PLHIVs. 4. Experience in training and mentoring others, including field staff, in diverse, multi-cultural settings. 5. Excellent interpersonal skills and ability to work effectively as part of a multidisciplinary team, including people of diverse backgrounds and cultures, as well as strong ability to work individually. 6. Strong representational skills, including ability to present CRS programs, findings and policies to multiple audiences, including Donors, host country Government and other key stakeholders. 7. Excellent writing ability, including previous experience developing successful proposals for USG funding. 8. Knowledge of spreadsheets and budgeting. 9. Computer literacy and familiarity with Microsoft Office, as well as other software programs for analytical purposes (e.g. Excel, Epi Info, SPSS, Stata). 10. Willingness to travel frequently. 11. Fluency in English required. Proficiency in French, Spanish, Portuguese or Arabic highly preferred. Travel:
The position will require extensive travel (up to 50%) throughout East Africa (Eritrea, Ethiopia, Kenya, Sudan, Tanzania, Uganda) and trips to CRS headquarters in Baltimore, as necessary. EOE/M/F/D/V |Back to Search Page|
