Tracking Code 6563 Job Description Positions available within the Brooklyn ISCOnly IEP Specialist Position Summary:Withwide latitudefor independent action and decision-making,the Individualized Education Program (IEP) Specialist is a critical member of an integrated team that supports New York City public school students with disabilities. Reporting directly to the IEP Process Manager, the IEP Specialist supports a subset of schools within a particular geographical area to ensure that IEP meetings are run appropriately and that the resulting IEPs are properly aligned to instruction and, ultimately, student outcomes. In this capacity, the IEP Specialist will serve as the district representative at IEP meetings, as necessary. The IEP Specialist provides consultation on and quality assurance for special education recommendations for public school students. The Specialist is responsible for training school personnel on DOE special education policies, including special education entry and exit criteria, and provides targeted intervention as needed in specific schools. In addition, the IEP Specialist is responsible for measuring school performance and trends. The Specialist is responsible for organizing data reports and creating and delivering trainings and senior-level assistance related to IEP improvement efforts, and may be required to participate in mediation and resolution sessions and Impartial Due Process proceedings as needed. There will be thirty IEP Specialists assigned to the five geographically-based Integrated Service Centers (ISCs). Reports to:
IEP Process Manager Responsibilities * Prepares complex reports related to student outcomes and special education services; consults with schools and ISC special educators regarding the results of these reports and the appropriate next steps. * Collaborates with the IEP Process Manager in making school visits to discuss IEP procedures as well as the quality of IEP meetings and the resulting IEPs. These visits are coordinated with the principal and the appropriate clinical/pedagogical supervisor. * Attends school-based IEP meetings as a district representative. * Collaborates with ISC Special Education team members to manage the district’s due process and impartial hearing responsibilities; participates in mediation and resolution sessions. * Designs materials for and provides training and guidance to principals and school-based IEP teams on key eligibility and exit criteria for special education services. * Liaises with a network of schools on all areas related to special education, especially IEP development and conducting IEP meetings. * Reviews and analyzes complex special education and school achievement data on a regular basis to monitor schools’ special education performance metrics and identify trends and outliers. Sources of data include CAP, SEC and ATS. * Implements policies and procedures designed to assist school-based IEP teams in selecting the appropriate levels, frequency, and duration of special education support services, including the possibility of decertification, if appropriate. * Performs related activities at the request of the IEP Process Manager and the Director of Special Education. Qualifications Minimum Requirements Applicants must possess a valid New York State certificate in School Administration/Supervision (SAS), School District Administrator (SDA) or in School Building Leadership (SBL) as well as a Certificate of Eligibility for Supervisory Placement or a valid New York City license in the specific area for which they are applying.
