Program Manager For Students In Temporary Housing (STH)

Tracking Code 6619 Job Description ONE POSITION PER BOROUGH (5 POSITIONS TOTAL) Position Summary:Reporting to the borough-based STH Content Expert(s) and to the STH Senior Program Manager, the STH Program Manager will be an integral member of the STH team and will assist in monitoring and managing the American Recovery and Reinvestment Act (ARRA) McKinney-Vento Homeless Education of Homeless Children and Youth Program. The Program Manager will support the coordination and supervision of community-based organization (CBO) partners, who will be providing wrap-around services to students living in temporary housing, including academic enrichment, social emotional learning, counseling, connections to post-secondary opportunities, and parent engagement. The STH Program Manager will also ensure compliance with grant stipulations. The Program Manager will participate in making decisions regarding the correct interpretation of Department of Education (DOE) policies and federal law/regulations regarding Students in Temporary Housing. This will include decisions to ensure program compliance with the federal McKinney-Vento Homeless Assistance Act, ARRA requirements and regulations and Chancellor’s Regulation A-780. The Program Manager works closely with the borough-based STH Content Experts, central STH staff, including the Senior Program Manager, Program Coordinator and Program Evaluator/Data Analyst, shelter-based STH Family Assistants, key Office of School & Youth Development staff, McKinney Vento ARRA grantees and CBO partners. Responsibilities * Provides direct onsite supervision, coaching, monitoring and rating of staff, community partners, and volunteers of programs during extended school day hours while programs are operating. * Ensures compliance with ARRA funding stipulations and program policy requirements, including program audits. * Serves as a liaison between STH staff, school based staff, students, parents, and community based organizations. * Coordinates and helps facilitate periodic planning meetings with all STH McKinney Vento ARRA stakeholders within the school/shelter community to discuss best practices, implementation, and goal setting and assessment procedures. * Coordinates space and programming with CBOs and custodial staff at school-based program sites, and serves as a point person to help troubleshoot issues. * Establishes and maintains all appropriate program documentation and manages attendance tracking system. * Works with Program Evaluator/Data Analyst to review data and make program improvements as needed. * Monitors active engagement and appropriate levels of youth involvement; assists with recruitment and retention of students as needed. * Serves as mentor to students and helps connect students to post-secondary opportunities. * Provides all required regular reports to the central Program Evaluator/Data Analyst for the monthly/annual performance reports; helps distribute and collect surveys. * Establishes, develops and maintains strategic linkages with internal school based curriculum and community partners in order to provide youth extended learning opportunities which support the academic achievement goals. * Works cross-functionally with STH staff and other staff members in the Integrated Service Centers to share and implement best practices in supporting students living in temporary housing and youth development; Makes programmatic and policy recommendations based on successful program outcomes. * Performs other duties as needed to fulfill the goals of the STH program. Qualifications Minimum Requirements * Graduation from an accredited college with a baccalaureate degree and three (3) years of full-time, paid experience in education and administration in one or more of the following areas:
special education, career and occupational education, curriculum, development, evaluation and testing, educational planning and educational statistics, one (1) year of which must have been in a supervisory/consultative capacity; or * High school graduation or evidence of having passed an examination for a high school equivalency diploma plus seven (7) years of full-time, paid experience in education administration or in one or more of the areas listed in “1” above, one (1) year of which must have been in a supervisory/consultative capacity; or * Teaching experience will be accepted towards meeting the requirement. Preferred * Excellent interpersonal skills and ability to work with various stakeholders. * Understanding of best practices in the field of youth development and after school programming. * Exemplary program development, project management and analytical skills. * Experience in providing direct services to students, such as counseling or academic enrichment. * Knowledge of the diverse needs of at risk students and families and sensitivity to the needs of the homeless population, including families, children and youth. * Experience working with schools and knowledge of all DOE policies and Federal law regarding Students in Temporary Housing. * Willingness to work extensively in the field and travel within and between boroughs as needed. * Willingness to work some evenings and Saturdays as needed.
