FULLTIME DescriptionThe mission of the Information Technology Group (ITG) is to develop, implement and maintain technology-based services and solutions that enable OHSU to effectively manage information to accomplish its missions. The Applications Delivery unit provides for application integration, delivery and remote access to desktop applications. This includes but is not limited to the enterprise application management, and solution delivery to sustain the current and future desktop environment systems. As detailed below, the individual positions within this work unit will be required to collaborate and assist staff in other technology work units.As members of the Applications Delivery work unit, the Systems Analyst/Engineer provides a high level, broad spectrum of systems analysis, engineering, and project management for OHSU ITG technology platforms that support Enterprise services and missions. Specifically, this position provides for Systems Analysis, Systems Administration, Systems Engineering, Security Administration and Project Management. The primary work for this position is to analyze, engineer and implement systems related to integration, delivery and remote management of software programs and applications into organizational information systems. This position is responsible for testing the desktop interoperability of application modules under development by in-house software development teams. The position also supports underlying technology platforms that provide the enterprise and desktop delivery of mission critical and other applications systems. These platforms include Citrix, SMS, various desktop imaging systems and other virtual delivery systems such as Virtual Desktop Infrastructure (VDI). In addition, this position will provide back-fill to other TeSD work units that utilize the Systems Analyst/Engineer. The Applications Delivery Unit will routinely work with, augment and backfill members of the Core Services unit that has several overlapping responsibilities. The incumbent may have primary responsibilities for one or more technology platforms and will be expected to assume secondary responsibility for other technologies. This position also provides for communications and technical feedback between customers, field support, and other ITG work units and provides (Tier III) support and technical escalation for design and problem resolution.This position is distinguished by a hybrid combination of technology roles that include Systems Analyst, Systems Administrator, Systems Engineer, and Project Manager. These are multi-tasking, broadly based, positions that require a unique combination of analytic, engineering, project management, and customer service skills to provide ITG systems support across all OHSU healthcare, academic and research missions. Incumbents are proficient in troubleshooting and root cause analysis using the scientific method of refining a problem statement, and queuing up a series of increasingly specific tests to isolate the problem. Necessarily, this requires specialized knowledge for the equipment and services for which the analyst/engineer is directly responsible. In addition, expert broad based knowledge is used to troubleshoot integrated applications suites, services running across hybrid network architectures, virtualized servers or desktops, load balanced web farms, firewalled VPNS, etc. In this context, the Systems Analyst/Engineer is also distinguished by a broad spectrum and high degree of technical skills/experience, and the ability to effectively multi-task across job roles and across multiple technology platforms. Lastly, this position is distinguished by a requirement to rapidly and dynamically respond to a continuously changing technology environment.ITG employees are responsible for the security of OHSU technology. In exercising their duties, ITG employees must follow OHSU-s security directives, incorporating security measures in the delivery of their everyday tasks, and are required to report security concerns to the ITG Security Engineering team.25% System Engineering; Designs, scripts, documents and maintains workstation images, Engineers desktop virtualization technologies to meet the various missions of OHSU, Designs and develops remote application deployment and virtualization tools and processes, Develops processes to manage the integration of new applications into existing systems and software throughout the enterprise, Designs, installs, configures, and maintains various monitoring software applications for remote deployment, load balancing, etc. Serves as technical leader for complex development projects; applies advanced knowledge of standard systems engineering principles, techniques and established practices/procedures to projects where technical problems and objectives are minimally defined, Develops and maintains high availability server infrastructure including clustered systems and server farms for large enterprise environments, Ensures that OHSU-s systems are designed and engineered with industry standards and best practices, Delivers server solutions into data center with an understanding of physical layout, power, cooling, networking, backups, and monitoring, Participates and coordinates with the Network team in configuration of provisioned data communication services, Contributes to the preparation of new system proposals including system design, requirements traceability and system description, Develops disaster response plans and recovery procedures for systems under the positions areas of responsibility.25% System Analysis; Provides collection, analysis and interpretation of the various business processes affected by applications integration efforts, As new updates become available, performs analysis to determine the best procedure to implement the upgrade and the new features that may be contained in the new upgrade, as well as ways to mitigate possible risks from the application of patches and enhancements. Analyzes and reconciles system back-end (hardware/software) performance and functionality with field-based (user facing) performance and functionality; utilizes feedback path from Field technology Analysts to develop processes, fixes, enhancements, upgrades, etc. to ensure that theoretical and designed performance characteristics meet field expectations. Evaluates or develops tools and scripts to facilitate improvement and to support ongoing maintenance of a growing environment, Configures, and maintains various monitoring software applications, Analyzes system parameters and provides recommendations and implement solutions for scalability and performance improvement. Defines and writes clear and succinct technical documentation related to systems and applications as necessary, For new systems:
formulates operational concepts, performs mission and functional analyses, risk analysis, selects system architecture, allocates requirements and prepares specifications, Evaluates and leverages industry trends and emerging technologies Researches and recommends enhancements and modifications to existing OHSU systems in order to maintain a feature rich and highly available technology environment, Evaluates all options and alternatives with vendors and develops proposals and bids for new equipment or upgrades to existing equipment, Documents system configuration and operating environment for future integration, reference and maintenance.25% System Administration; Installs, configures maintains, optimizes, troubleshoots and repairs server hardware, software and operating systems including Windows, Linux, and UNIX following established change management processes, Provides maintenance, configuration, monitoring (security and performance), tuning, and account administration, for remote delivery and virtualization systems, Provides support for large mission critical systems in a 24x7 multiple production environment. This includes level three on call support for all systems supported, Develops patch management processes and schedules, and applies operating system updates and upgrades for servers, Assists with hardware evaluation and selection, installation, configuration, Performs hardware monitoring and makes corrections as instructed by hardware vendors. Documents system configuration and operating environment for future integration, reference and maintenance, Develops and documents system backup schedules and procedures coordinating with managers and administrators from other teams, Provides monitoring and performance feedback on system backups, Supports Unit, Integration, Load, Performance, System and Migration testing efforts and define thresholds for monitoring various metrics of the server environment, Performs system recovery and security breach mitigation procedures, Develops and maintains processes to provide job activity/system problem notification via e-mail, paging, console display, etc. Develops, reviews and updates, as required, departmental Standard Operating Procedures. 15% Project Management and Communications; Utilizes the ITG Solution Development Life Cycle (SDLC) process to implement and support all work activities ranging from formal projects to daily work, Coordinates outside vendors and other ITG work units to provide project management for internal and external IT projects related to Enterprise Core Services, Participates in project kick-off, implementation, support and milestone meetings for those projects that require ITG resources for implementation and support. Acts as the advocate for both ITG and the user community to present and/or assess project-related technical solutions and tools for implementation of new solutions. Uses all relevant processes including project management systems, trouble ticket systems, service outage calendars, email, phone trees, paging systems and other communications tools as relevant. Performs customer projects and tasks prior to or by expected due date and follow-up to ensure customer satisfaction. Works with customers and other ITG units to clearly communicate operational status, task status, goals, timelines, and project deliverables. Provides technical and project leadership to assigned personnel as designated, Leverages a team environment to work with and provide feedback and accurate technical information to engineers and administrators in other groups working to identify and resolve issues, Works with ITG engineers to ensure they are integrating security at the beginning of a lifecycle of a system and that they are taking steps to ensure implementation of security -effective practices- over long term, Defines and writes clear and succinct technical documentation related to systems and applications as necessary, Uses professional written and speaking skills to successfully build positive relationships among customers, co-workers and vendors, Communicates with internal and external customers in a clear, concise and appropriate business manner, Interacts with vendors, managers, development staff, directors, customers, technical staff, database administrators, and other resources within and out of OHSU to perform the duties of the job.5% Security Administration; This position implements security best practices and procedures in all systems supported by the position. Administers security procedures on systems where responsibilities will include:
risk assessments, intrusion prevention activities, intrusion detection/event correlation, security audits, forensic investigations, mitigation techniques. QualificationsRequired:
Bachelor-s degree, and three years of progressively responsible Information Technology related experience leading to proven proficiency and subject matter expertise in the areas outlined within the class specification; OR Equivalent alternative educational experience that includes approved coursework, professional certifications as outlined below, vendor training, and seven years of documented professional experience leading to proven proficiency and subject matter expertise in the areas outlined within the class specification; OR An equivalent combination of education and experience.
