STATE CORPORATION COMMISSION EMPLOYMENT OPPORTUNITY Starting Salary Range:
$60,819 - $79,065 The Division of Utility and Railroad Safety seeks an individual to perform regulatory compliance oversight of natural gas and hazardous liquid pipeline facilities in the Northern Virginia part of the Commonwealth. The selected candidate will be telecommuting and traveling from their home office in Northern Virginia. The work requires professional office and field engineering examination, investigation, and analysis of the operation, maintenance and construction of gas and hazardous liquid pipeline facilities. The individual will conduct field inspections of pipeline facilities and construction sites to determine compliance with the Commission's pipeline safety regulations and the Underground Utility Damage Prevention Act. The employee will also review records to determine compliance with safety regulations, maintain paper and automated records, and prepare reports and testimony. The selected individual will have a thorough knowledge of the principles, practices, and methods of engineering as applied to the inspection, design, construction, and maintenance of gas and hazardous liquid pipeline facilities. Detailed reports relative to all inspections/ investigations conducted must be prepared in adherence with the Division's pipeline safety program standards. QualificationsApplicants must have five or more years of professional engineering experience with some natural gas or hazardous liquid pipeline industry experience and a four year degree in Civil, Electrical, Industrial, or Mechanical Engineering. In lieu of a degree, applicants must have nine years of the aforementioned professional experience. Applicants must exhibit knowledge of engineering principles and practices and the ability to analyze data and report the results. The ability to conduct engineering inspections, investigations, and studies to prepare reports and recommendations is essential. The ability to use a computer and related software to include Microsoft Office applications is required. Considerable knowledge of the laws, rules, and regulations in pipeline safety regulation including 49 C.F.R. Parts 191, 192, 193, 195, and 199 is preferred. Strong verbal and written communication skills are essential. The successful candidate must have the ability to establish and maintain effective working relationships with Commission staff, industry personnel, and the general public. Applicants must be available for on-call duty as required and be willing to travel and traverse rough terrain in order to conduct inspections.
