If selected for this position you will serve as an Information Technology Specialist (Policy/Planning), in the Office of Patent Information Management (OPIM), Office of Patent Automation (OPA). You will serve as an IT portfolio manager, providing technical oversight over a comprehensive portfolio of IT projects (encompassing Patents End-to-End, as well as legacy systems) through the entire project lifecycle. Specifically, you will be responsible for:
Overseeing program and project management to verify and validate project scope, requirements, and deliverables; and determining appropriate resource allocation.
Seeking process improvement within existing portfolio of projects and providing timely, accurate reporting of the status of projects.
Documenting processes to develop best practices and recommending and facilitating their incorporation in project management procedures to drive efficient, cost effective delivery of projects.
Creating business cases to support decision making and requirements analysis.
Recommending allocation of resources appropriately and serving as a liaison between project managers and the OPA and OPIM leadership.
Identifying and managing project risk, and proactively developing solutions and processes to prevent and remedy risk.
Conducting root cause analysis of critical issues and finding opportunities to create efficiencies throughout portfolio of projects.
Participating in meetings and planning sessions where business requirements are identified.

### QUALIFICATIONS REQUIRED:
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. **Specialized Experience**: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower 13 grade level in the Federal service.
Specialized experience for this position includes experience managing IT projects and programs; calculating return of investment; identifying and managing project risks; establishing metrics to evaluate system performance; drafting IT policies and plans; recommending adjustments to IT funding priorities in response to changes in business requirements; conducting periodic analysis of projects in the portfolio for consistency with the overall IT architecture and infrastructure and relative contributions to meeting business requirements; prioritizing projects according to IT program plans, goals, and objectives; and implementing decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
